Security Council unanimously backs Guterres to be next UN chief Russian Diplomat Vitaly Churkin on Thursday announced that the UN Security Council had voted by acclamation to appoint former Portuguese Prime Minister Antonio Guterres as Secretary General, effective 1 January 2017.
