Mozambican ex-minister makes 3rd appearance in S. Africa court Mozambique's former finance minister Manuel Chang makes a third court appearance in Johannesburg after being arrested at the city's airport over alleged secret loan to Mozambican state companies totalling $2 billion. After Chang's lawyers argued that his detention in South Africa was illegal, Judge Sagra Subroyen dismissed the application stating that the court agrees with the state in considering that the arrest warrant is valid.
