Finland's defence and foreign ministers launch a security report as a prelude to a debate on whether the country should join NATO. The report does not make recommendations but stresses that without NATO membership Finland enjoys no security guarantees, despite being a partner to the alliance. An opening parliamentary debate on membership is set for next Wednesday.
