The star-studded California town of Montecito that is home to Britain's Prince Harry and wife Meghan Markle, is under an evacuation mandate after heavy rain hit the coastal city, where thousands of luxury houses stand. Resident Daniel DeMuyer, using a flashlight to see the overflowing river near his house, says “the mountains are right there, when it really rains it comes down at a really high rate and really as you can see, it’s pretty dangerous pretty quickly”.
