In Kupiansk, an eastern Ukrainian city located near the frontline, officials have introduced the mandatory evacuation of elderly people from the area as fears mount that Russian troops may return. But for many volunteers, that task is easier said than done. "We are constantly evacuating people at the frontlines," Ukrainian Red Cross medic Egveniy Kirichenko says. But "people ask for evacuation only when there are no houses next to them or if it hits their home," he adds.
