"Changes in ratings don't really have an impact on interest rates," reacted french economist Sylvain Bersinger, the day after Standard and Poor's decided to maintain France's "AA" rating, just a few weeks after one of the other three major financial rating agencies, Fitch, decided to downgrade the rating to "AA-".
