In a speech given to the Conservative party conference in Manchester, British Secretary of State for Energy Security and Net Zero Claire Coutinho says that "net zero can't be something that's done to people by a privileged elite", in line with announcements last month from Prime Minister Rishi Sunak, who vowed to push back on "anti-car measures".
