"We encourage the authorities to quickly release the financial resources that will enable the CENI (Independent National Electoral Commission) to complete preparations for the 20 December polls," said Malin Björk, head of the European Union's election observation mission in the Democratic Republic of Congo, at a press conference in the capital Kinshasa.
