Since early April, in northeast Democratic Republic of Congo, a Texas-based philanthropic organization, Bridgeway Foundation, has been urging rebels to surrender by dropping hundreds of thousands of flyers from a helicopter above their strongholds in dense rainforests. With their "defection flights," the organization is fighting the Ugandan Democratic Allied Forces (ADF), a rebel group that fled to the DRC in the 1990s and pledged allegiance to ISIS in 2019. "We try to identify wherever ADF concentrations are, where there are ADF camps or ADF passages.
