The unfinished 45-story skyscraper, known in Spanish as the Torre de David, was abandoned during construction in the 1990s and later illegally occupied by hundreds of families in 2007 under the government of the late President Hugo Chavez. The "vertical slum" became the highest illegal occupation in the world until 2014, when it was evicted during the first term of the government of Chavez's successor, President Nicolas Maduro.
