Russian punk artist Dmitry Spirin, lead singer of the group 'Tarakany!' ('Cockroaches!') who is now in exile in Buenos Aires, tells AFP in a virtual interview that a new bill introduced in Moscow to block exiled dissident cultural figures from earning and spending royalties is an "unsurprising" form of "harassment from abroad", but that such measures have failed to stop Russians from listening to his music. Russia has named 493 people "foreign agents" -- a label that has Soviet-era connotations of spying and has been used to target celebrity critics of the regime and the Ukraine offensive. SOUNDBITES
