The family of Elisa Serna, who died while in custody at Las Colinas, has just reached a $15 million settlement with the County of San Diego. It’s the largest settlement in history for a wrongful death action against the San Diego Sheriff's Department. Videos show jail staff did not give Serva the care she needed, which ultimately led to her death. Serna’s mom told CBS 8 that watching those videos for the first time was heart-wrenching.
