San Diego County Board of Supervisors Chairwoman Nora Vargas delivered her second State of the County Speech at Southwestern College on Wednesday evening. Vargas shared her vision for the San Diego region and the county's accomplishments from the past year. Vargas addressed many of the issues facing San Diego County including, immigration, the homeless crisis, infrastructure and housing.
