U.S. Attorney Andy Luger detailed a major crackdown resulting in federal indictments against 45 people from two well-establishsed Minneapolis gangs. Luger says the RICO law allows prosecutors to charge gang members together as a criminal enterprise rather than on a case-by-case basis.
