March 21 on The Story: Texts from late February between the top officials at Multnomah County and Metro, recently obtained by KGW, underline how poor communication — whether intentional or not — has contributed to friction between the entities responsible for homeless services in the greater Portland area. The conflict seems to have sprung up in late February, when County Chair Jessica Vega Pederson announced that the county faced a funding shortfall for homeless services upwards of $100 million. She leaned on the State of Oregon and Metro to help bail them out, but those overtures did not receive an entirely positive response. Around the same time, Metro Council President Lynn Peterson was working with Portland Mayor Keith Wilson on a path to directly fund his plan to open a network of overnight homeless shelters.
