Cierra Rosemon and 16-month-old Isaiah Johnson went missing from Oregon city on April 1, the Oregon Department of Human Services said. The department's Child Welfare Division believes the 16-month-old may be at risk. Authorities believe they may be in the Northeast Portland area, Vancouver, Washington or Tacoma, Washington.
