Feb. 17 on The Story: Last week's winter storm necessitated a number of Oregon counties to declare cold weather states of emergency and open up warming shelters for people without a warm place to stay, most of them homeless. As it happens, some of the groups that operate those shelters were scheduled to appear before a legislative committee today, with the goal of informing lawmakers about some of the challenges they face and the kind of support they could use from the state. The problems, they say, are many — and they can be wildly different in separate regions of Oregon.
