Jan. 27 on The Story: A faith-based organization that helps get people off the streets and into recovery, CityTeam has had its sights set on a new shelter and recovery center in downtown Portland. But its requests for grant funding from the Multnomah County-helmed Joint Office of Homeless Services were each denied. According to officials at the joint office, there's only so much money to go around these days — and CityTeam just wasn't the right fit. For their part, CityTeam is now looking on the denial as a blessing in disguise.
