Nov. 14 on The Story: For two years, a group of Oregon's top judicial, health, legislative and community leaders conducted an exhaustive review of the state's mental health care system. The "Commitment to Change" group formed in 2022 with a focus on the civil commitment process, which is how someone can be involuntarily detained for mental health treatment. Now, having completed that review, the group unanimously agreed on 51 recommendations for improvements. But missing from the list are proposals to lower the legal threshold for civil commitment — something that was a major priority for many who hoped to move away from the current reality of forcing treatment only after someone commits a substantial crime.
