Oct. 28 on The Story: A year after Mayor Ted Wheeler announced the location, the city of Portland has unveiled a new mass homeless shelter site. This one, sited in North Portland near the Columbia Slough, hosts both shelter pods and spots for people to park RVs. It's expected to house nearly 200 people and will be operated by the California nonprofit Urban Alchemy. It's a big and long-awaited step in terms of Portland's shelter strategy in recent years, but it has its fair share of skeptics and outright opponents.
