June 26 on The Story: By the end week, the U.S. Supreme Court will rule on Johnson v. Grants Pass, a pivotal case currently shaping how cities deal with homelessness across the western states. The high court is widely expected to side with Grants Pass, tossing out previous appeals court rulings that determined civil or criminal penalties for people sleeping outside — people who've committed no other crime — constitute "cruel and unusual punishment" under the Eighth Amendment.
