Jan. 18 on The Story: Ambulance provider American Medical Response now holds EMS contracts in all of the Portland metro counties, despite the fact that it's been unable to meet the standards for response times — and nowhere is that problem more apparent than in Multnomah County. In some areas, AMR has turned to subcontracting with rival ambulance company Metro West to help address shortfalls, but it's yet to be tried in Multnomah County.
