Description
Aug. 28 on The Story: When Oregon voters overwhelmingly approved Measure 113 in November of last year, there wasn't a lot of ambiguity about what it was supposed to do: It was meant to thwart legislative walkouts, recently a favorite tactic of Republican state lawmakers, by attaching a political cost.
