July 14, 2023 on The Story: Earlier this week the city of Salem passed a payroll tax that will impact at least 70,000 people who travel to the city to work there. The tax would be .814% and would raise an estimated $28 million dollars a year. But why you may ask? Salem's mayor Chris Hoy said the city is facing a $19 million dollar shortfall for city services. And funds from this new tax will flow to three existing micro shelters for homeless people, pay for the current police force and fire department, amongst other services.
