March 20, 2023 on The Story: Multnomah County already has one of the highest income tax rates in the country, second only to New York City. But a new measure that will go before voters in May would add on a local capital gains tax in order to provide free legal aid for tenants facing eviction. Proponents say it's one way to keep people from ending up on the streets. Opponents say it will drive more people out of the county while making home sales more costly.
