Deputies suspected a woman of driving drunk but couldn't arrest her without a 'wheel witness'

Description
Hillsborough County deputies suspected a woman of being drunk when she crashed a golf cart into a parked car. But because of one Florida law, they couldn't arrest her.
It all happened on a Friday night in April 2024. Deputies responded to the crash, neighbors told them the driver fled and deputies found the suspect just a few streets over.
In bodycam video from that night, a deputy with the Hillsborough County Sheriff’s Office asked the woman, “Ma’am, are you ok? What happened to your golf cart?”
She admits to driving the golf cart and crashing into a parked car.
The deputy then says, “What happened? Did you not see the car?”
“I did not,” the suspect said.
She says she was driving at the maximum speed of 25 miles per hour.
Deputies eventually take her back to the scene.
Bodycam video shows two of the officers looking at the crash site.
“She was moving,” one deputy said.
Another asked, “Was the car originally right here, and she pushed it to there?”
“Yeah, ok,” another deputy said. “You can see where the debris starts. Ok wow. And the keys bent. She was moving. She’s lucky she’s not dead.”
