The United States is "no longer the dominant power" in the tech world, even though it still behaves like one, says Paddy Cosgrave, CEO of the Web Summit Rio tech conference, which is taking place in the Brazilian city.
The event, considered one of the largest of its kind in Latin America, is happening at a complex moment for the global tech sector, marked by the trade war launched by Donald Trump, which has heavily impacted China and Europe.
