Tina Kotek's biggest priorities since taking office in 2023 has been the construction of more housing in Oregon, as the state struggles with chronic issues of homelessness and high housing costs. But success has not been forthcoming, particularly where it's needed most — the city of Portland. On Thursday, Kotek joined Mayor Keith Wilson to introduce a new effort to boost housing production in the city, this time by waiving System Development Charges (SDCs) which can be costly for developers. The moratorium will last three years or until 5,000 units are built, whichever comes first.
