May 22 on The Story: Since 2022, Multnomah County has owned the old Cook Plaza building on the west side of Gresham, occasionally operating it as an emergency shelter during severe weather. Now, they're planning to overhaul the property and turn it into a permanent shelter site and day center focused on East County. But according to a few members of Gresham City Council, they were blindsided by the idea, and they think it will draw more homeless people into the city instead of serving the ones already there. At least some of the property's neighbors share those concerns.
