Oct. 7 on The Story: This morning, U.S. Department of Homeland Security Secretary Kristi Noem arrived at the PDX airport. Gov. Tina Kotek was notified just in time to be there to greet the secretary — and so was KGW. What followed was a whirlwind visit to the ICE facility in Portland's South Waterfront which has become the site of nightly protests, and the focal point of Trump administration attempts to deploy National Guard troops. It's also at the literal center of circling federal helicopters, which fly low over South Portland for hours on end each night. That has neighbors fed up and with no outlet for their irritation.
