A Howard County family is grieving all over again after prosecutors dismissed a murder case due to staffing shortages.
Chad Rouse, 20, was shot in the back and died in November 2006. His family went years without answers, and now, they say they don't feel they are getting justice.
Kevin Maddox was charged with murder in Rouse's death until this week, when the Howard County prosecutor dismissed the case against him without prejudice.
