The proposed pipeline could divert billions of gallons of water from from Lafayette to Lebanon. In a Citizens Action Coalition report, the consumer and environmental watchdog group says the LEAP Project promotes bad public policy by treating water as an economic development tool, rather than an essential public resource that must be protected. The report also details concerns taxpayers will be forced to pay for a lot of new infrastructure.
