Sept. 11 on The Story: Within the last year especially, the city of Portland has ostensibly done some serious work to make life easier for developers. They finally rolled all permitting processes up into a single agency after they were split up, for many years, between a variety of different bureaus. In concert with Gov. Tina Kotek, Mayor Keith Wilson announced that the city would waive system development charges until 5,000 housing units are built. And both the state and the city have started taking further steps to incentivize housing development. But an architect we spoke to in Northwest Portland says that red tape and fees are still killing housing construction, to the point that he's one of the few still willing to build — but even he struggles to make timely progress.
