Aug. 19 on The Story: Compared to Oregon, the state of Washington until recently seemed like it could be a success story. Chronically over-capacity at secure state psychiatric facilities, the state could not admit mentally ill defendants for care in a timely manner, leaving them to wait in jail. A judge eventually held the state in contempt, forcing them to rack up massive fines until they invested in expanding their capacity. While that helped with one problem, it seems to have left another to languish — mentally ill defendants who've been released from jail and back into the community instead of secure treatment.
