The approach used to clear a homeless encampment in Fountain Square is being called a "proof of concept" by advocates for the homeless and city leaders. After extended delays, the Indianapolis Department of Public Works cleared what was left in the encampment on Sept. 18. Since August, the Streets to Home Indy initiative has worked to connect those in the camp with permanent housing.
