Loveland Police said on Monday they are investigating after someone vandalized a resident's memorial for Charlie Kirk and threw a rock through the car window of the resident's vehicle. The vandalism happened on late Saturday night on East 23rd Street near North Lincoln Avenue, police said in a news release.
