West Bank: confusion over reopening of shops in Hebron Palestinians in the city of Hebron tried on Friday to reopen some of their shops, closed fifteen years ago by the Israeli army during the second intifada. The mayor of the city had announced at the start of the week that Israel had approved the reopening of around 70 shops, but there was confusion today as Israeli security forces and a representative of the ICRC (which took part in negotiations between Palestinians and Israelis) said only 10 to 15 shops would be allowed to open.
