Torture-praising politician's words 'lamentable': Rousseff Brazilian President Dilma Rousseff could not bring herself to say the name of the lawmaker who dedicated the impeachment vote to praise a colonel accused of torture during the the 1964-1985 dictatorship, but said it was "lamentable" to praise a man whom she knew as "one of the biggest torturers" the country had ever known.
