Ottawa Treaty OKs postponement for demining Peru, Ecuador, Niger The Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, also known as the Ottawa convention, completes its 15th conference in Santiago, Chile, on Thursday, approving requests from Peru, Ecuador and Niger to postpone the completion of demining their countries, and hailing progress in Latin America.
