S. Sudan conflict puts Uganda's refugee policy to the test Opened in August 2016, Bidi Bidi Refugee Settlement in northern Uganda, now houses over 272,000 refugees from South Sudan. This is just a fraction of the more than 810,000 South Sudanese refugees now living in Uganda. Uganda’s refugee policy is generous – refugees are given a small plot of land, are allowed to travel around and to work, and their children can go to school. But the huge influx from South Sudan’s civil war is putting massive pressure on the resources of local communities in Uganda and the aid agencies working to help the country’s authorities deal with the emergency.
