Floating street art centre prepares to open with Swoon When it opens on July 4, the Fluctuart urban art centre will be free and open to the public seven days a week. In a floating, glassy three-level space on the Seine, it offers a permanent collection of works by Banksy, Sheperd Fairy, Speedy Graffito and others, and an opening temporary exhibit created for the space by US artist Swoon. "2 million people pass here every year," says co-founder Nicolas Laugero Lasserre, "So our goal is to be open to all the people walking on the banks: foreign tourists, French tourists, Parisians, people who love street art, but not only.
