Inner-city residents in battle with municipality to save housing Residents in Perpignan's inner-city Saint-Jacques district, the historic heart of the city's gypsy community, are locked in a dispute with the municipality over plans to rehabilitate the area. Last year inhabitants narrowly managed to block the planned demolition of a block of buildings on the famous Place du Puig. Right-wing mayor Jean-Marc Pujol says the housing is unsanitary and at risk of collapse.
