BERLIN REPORT: BORDER QUIET - ALLIES CONFER There's a period of watchful waiting in Berlin as the West Berliners await the next move of the Allies. The East Germans open two offices in the West to issue travel permits and they are promptly closed by the Allies who won't recognize the need of permits.
