CANADIANS HAIL KENNEDY ON STATE VISIT: On his first visit to a foreign nation since he assumed the Presidency; Mr. Kennedy arrives in Ottawa on a visit of State. Greeted by Governor-General George P. Vanier and the Prime Minister John Diefenbaker; he attends a state dinner and the next day addresses Parliament. He appeals to Canada to join the Organization of American States; of which Canada is not now a member. Without mentioning Cuba; he called for closer Canada - U.S. unity. He says that while geography has made us neighbors; necessity makes us allies.
