Vietnamese American refugee Phat Bui, who fled Saigon in 1975 following the US evacuation and the city's fall, says that watching the chaotic scenes out of Kabul "brings back a lot of memories," as emergency evacuations continue following the Taliban's takeover of Afghanistan.
