A tax proposal considered by Democratic senators that would allow Washington to reap revenue from the increase in value of stocks, property and other assets of the wealthiest Americans, would be "historic", according to economist Gabriel Zucman. "It would be the first time that a country has a tax specifically on billionaires and also taxes unrealized capital gains," adds the professor of economics at University of California, Berkley.
