Speaking at a press briefing the Merseyside Police Assistant Chief Constable Russ Jackson says police "believe" they "know" the identity of the taxi passenger who set off the explosive devise in the deadly car blast outside a hospital in Liverpool, which is being treated as a "terrorist incident". The blast and fireball sent thick smoke into the air just seconds before Britain fell silent in tribute to its war dead and military veterans at 1100 GMT.
