The OSCE begins discussions in Vienna to defuse the risk of a conflict in Ukraine, stressing the "urgency" to revive the dialogue on security in Europe. "The situation in the region is perilous. It is imperative to find, through diplomatic means, a way to stop the escalation and start rebuilding trust, transparency and cooperation," says Secretary General Helga Schmid at the opening of the Permanent Council.
