Russian Foreign Minister Sergei Lavrov says he believes that the countries arming Ukraine are a danger to themselves. He adds that Moscow favours a "neutral" Ukraine and that Russia is ready to "discuss security guarantees for the Ukrainian state together with those for the security of European countries, and of course the security of Russia."
