"If you have money you buy health care, and if you don't, you die waiting," says Alejandra Perez, breast cancer patient and Constituent assembly member who fights to guarantee the right to health care in Chile in the proposed Constitution to be put to a plebiscite on September 4. In a country where more than 80% of the country's nearly 20 million people receive public health care, which is stretched by scarce resources, "getting sick in Chile means economic ruin and, in many cases, death," says Perez. Chile's health care model was born out of the current 1980 Constitution, inherited from the dictatorship of Augusto Pinochet (1973-1990), which does not guarantee the right to health.
